Background
Djibouti is located on Eastern Africa, bordering the Gulf of Aden and the Red Sea. It is also between Eritrea and Somalia. Djibouti's history started in 1977 when the French Territory of the Afars and the Issas became Djibouti. Hassan Gouled Aptidon had install an authorized one-party state and became the president until 1999. In the 1990's the minority of Afars led a civil war that ended in 2001 because of peace accord between the Afar rebels and the Issa government. In 1999, Djibouti's first multi-party presidential election elected Ismail Omar Guelleh as president. Then in 2005 and 2011 he was elected again for his second and third term.When the Europeans left, they still had a longstanding tie to France but have ties with the U.S. because Djibouti hosts the only U.S. military base in the sub-Saharan Africa. The two main ethnic groups of Djibouti, the Afars and Issas were in balance after their independence in 1977.

When Hassan Gouled put in the one party, they became a democracy when they elect other presidents. For example,Omar was elected for a president in 1999 then in 2005 for a second and lastly in 2011 for the third term. The major issue that Djibouti still faces is with its economy. Djibouti serves as a transit for its own country and an international transshipment and refueling station.70% of Djibouti's port activity is from Ethiopia.Dijibouti has few natural resources and little industry.The nation is, therefore, heavily dependent on foreign assistance to help support its balance of payments and to finance development projects. Their major exports involve crops and livestock.
